Odisha REAT Upholds ₹90 Lakh Penalty on Puri Developer, Sets Aside Demolition Order
Dated on: Monday 2nd November 2026The Odisha Real Estate Appellate Tribunal (OREAT) has upheld a ₹90 lakh penalty imposed on a Puri-based developer for constructing a G+10 commercial-cum-residential building instead of the approved G+7 residential structure at Sipasarubali. The tribunal noted that the revised plan lacked final approval and mandatory clearances, including an Airports Authority of India NOC and pollution-related approvals. However, it set aside ORERA’s demolition direction, ruling that the regulator could not order PKDA to demolish the unauthorised portions. The tribunal also noted that PKDA had subsequently regularised the structure, whose validity may require further examination.
