Extension of due date of QPR Submission in GUJRERA

Highlights
In compliance with the Section 11 of the RERA Act, 2016, the promoters would be required to file regular quarterly updates for subsequent quarters in the normal course on respective QPR Submission due dates as mentioned by this order.
Due to heavy rain and flood situation in Vadodara and in considerations of representations received by the authority for the same matter, it has been decided to extend the due date of QPR Submission from 7th July, 2019 to 21st August, 2019 and 7Th August, 2019 to 7th September, 2019.
The RERA Act, 2016 became effective from 1st May, 2016 with 69 sections notified out of 92 sections. The Ministry of Housing and Urban Poverty Alleviation notified the RERA rules for RERA Gujarat on 29 October, 2016 to protect buyer’s interest, enhance professionalism and ensure transparency in the real estate sector. From 4th May, 2017 onwards it initiated the process of Online Registrations for Agents, Promoters and the Projects.
To infuse transparency into the system and have a Control Mechanism over the ongoing projects of the registered developers, the RERA Authority has come up with the Quarterly Compliance system.
An Order No. 26, dated 6th August, 2019 has been issued by the Gujarat Real Estate Regulatory Authority regarding the QPR Submission. Therefore, due to heavy rain and flood situation in Vadodara and in considerations of representations received by the authority for the same matter, it has been decided to extend the due date of QPR Submission from 7th July, 2019 to 21st August, 2019 and 7Th August, 2019 to 7th September, 2019 respectively.
With effect from 31st May, 2019, the GUJRERA Authority has substituted Form 2 and Form 3 with the new amended ones for the greater clarity and effectiveness. Form 2 and Form 3, namely Engineer’s certificate and CA Certificate respectively are mandatory to be submitted for the project registration, alteration, extension applications and as a part of Quarterly Progress Report Returns. The new amended forms intend to capture project data for assessment of regulatory compliances by the project promoter for every registered real estate project along with submission of qualitative assurances for construction quality through adherence to National Building Code Guidelines.
Therefore, in compliance with the Section 11 of the RERA Act, 2016, the promoters would be required to file regular quarterly updates for subsequent quarters in the normal course on respective QPR Submission due dates as mentioned by this order.
